As the founder of Five and Two Solutions Group Inc., Mr. Napoleon dedicates his extensive expertise to empowering youth within schools, community centers, and faith-based organizations.  Guided by a vision of long-term civic impact, he equips the next generation with advanced decision-making frameworks, fostering self-sufficiency, critical thinking, and the leadership capacity necessary to strengthen families, elevate communities, and contribute meaningfully to the nation.

Mr. Napoleon’s foundational leadership capabilities were forged during a highly decorated 23-year career in the United States Army. Commissioned in 1976, he served with distinction as an Air Defense Artillery Officer and a Foreign Area Officer, specializing in organizational development, strategic operations, and soldier-diplomacy. His military career culminated in 1999 at the United States Central Command (USCENTCOM), where he served as the Chief of the Politico-Military Division for the Horn of Africa and the Levant Branch.

Following his military retirement, Mr. Napoleon transitioned seamlessly into the private defense sector. In 1999, he joined MPRI / L3 Communications as a Training Specialist and Advisor, supporting both the Department of Defense (DoD) and the Department of State (DoS) in executing democratization and defense-modernization initiatives across friendly nations in Africa.

In 2005, Mr. Napoleon joined the Department of the Air Force as an Intelligence Analyst, where he designed and spearheaded the USCENTCOM International Engagement Program. This critical portfolio was later transitioned to the Defense Intelligence Agency (DIA), where he established and led the USCENTCOM Research Branch. In this capacity, he authored and implemented DoD-wide best practice standards to mitigate the impacts of compromised classified information. He officially retired from his distinguished federal civilian service career on April 30, 2018.

Throughout his expansive career, Mr. Napoleon has delivered high-impact results on a global scale. His benchmark achievements include serving as the Politico-Military Advisor to United Nations Forces in Haiti, designing and deploying a comprehensive training management system for the Nigerian Department of Defense, and driving the technological modernization of the U.S. Army’s Air Defense Command, Control, Communication, Computers, and Intelligence systems through the integration of ten distinct communication technology programs.
